The Jagiellonian Publishing Institute and Nicolaus Copernicus Academy Press (WAK) have released a new monograph by Col. (ret.) Dr. Witold Mazurek, Prof. UIK, titled “Critical Infrastructure – Selected Issues Concerning National Security.”

This publication offers an important contribution to the debate on the strategic challenges facing Poland. In an era of growing hybrid threats, cyberattacks, and international instability, ensuring the continuous operation of the nation’s critical systems becomes fundamentally important.

Dr. Mazurek’s work provides a comprehensive analysis of Poland’s current legal and organizational framework for protecting critical infrastructure (CI), highlighting both strengths and gaps in the system.

A key and highly innovative element of the monograph is the proposal to establish a new specialized unit—the Critical Infrastructure Protection Service (SOIK).

According to the author, the current model of CI protection, which spreads responsibilities across multiple operators, ministries, and agencies, may prove insufficient in the face of coordinated, multi-vector attacks. Mazurek argues that Poland needs a consolidated, professional state service equipped with analytical, coordination, and operational capabilities. SOIK would take the lead in threat monitoring, supervising CI operators, and crisis response, becoming a central pillar of national resilience.

The monograph carefully examines Polish realities and conditions, making it a valuable resource not only for security theorists but, above all, for practitioners and policymakers responsible for shaping the foundations of Poland’s national security.
